Gianni Infantino Proposes FIFA Governance Reform

Gianni Infantino, seeking re-election as FIFA president next year, has proposed consulting member federations on reforming the international governing body's operations. This initiative comes amidst a governance crisis and follows the failed attempt to create a commercial entity for private investment.

In a letter to the 211 member federations, Infantino suggested that the FIFA Council organize a direct, structured, and time-limited consultation. This consultation would invite precise proposals on involving institutional bodies earlier, defining the roles of the president, bureau, council, and congress, and enhancing transparency, participation, and accountability in major strategic initiatives.

Infantino aims to discuss initial proposals at the council meeting on October 15th, noting that written contributions received later, but within a reasonable timeframe, will also be considered. Any resulting statutory modifications would then go to the congress for review and approval.

This proposal arises as Infantino, the sole candidate for the upcoming presidential election in March, faces significant challenges. The "Fifa Forward Enterprise" (FFE) project, intended to house FIFA assets like the World Cup and open them to private investors, was withdrawn after facing strong opposition from UEFA, CONCACAF, and AFC. Infantino acknowledged the project was made public before the institutional process was complete, leading to concerns and the impression of pre-determined decisions.

Despite the FFE withdrawal, UEFA, along with CONCACAF and AFC, continues to press for Infantino's departure. UEFA is preparing a complaint for "disloyal management." Additionally, UEFA president Aleksander Čeferin and CONCACAF president Victor Montagliani have requested FIFA allocate at least $10 million to each member federation for infrastructure and development, totaling approximately $2.1 billion. They also demand an independent audit with full access to financial figures.

Infantino's presidency has seen other controversies, including awarding a "Peace Prize" to Donald Trump and the questionable cancellation of a suspension for American player Folarin Balogun after an appeal. These events have further eroded confidence among presidents of major federations, who now desire his resignation. The FIFA presidential election is scheduled for March 18, 2027, with the nomination period closing on November 18.
